Dr. Debidas Datta (DIN: 00229856), Former Chairman-cum-Managing Director of WAPCOS Ltd. (a Govt. of India Undertaking) & Director, WBSEDCL (a Govt. of West Bengal Enterprise) is a scholar Civil Engineering alumni of the Bengal Engineering College, Shibpur, Calcutta University having specialized training in Corporate Governance and Management Control Systems for enhancing performance of projects in India and abroad. He is a widely travelled Executive, having visited about 40 countries for different assignments, business development, contract negotiations and project implementation. Dr. Datta is a Fellow and Life Member, Chairman, President & Vice President of several professional and commercial institutions and represents on the Governing Board in several National and International forums eg. Indian Council of Arbitration, Institute of Engineers, SCOPE, FICCI, CEAI, IIRS, Indian Society of Rock Mechanics & Tunneling Technology, Bengal Chamber of Commerce etc.
During his tenure as CMD, WAPCOS for more than 6 years WAPCOS lead to the rapid turnaround in the fortunes of the Company and has been consistently rated as “Excellent by the Department of Public Enterprises”. WAPCOS has been awarded Prime Minister’s “MOU Award for Excellence in Performance”. The Department of Public Enterprises, Govt. of India selected WAPCOS amongst the “Top Ten Central Public enterprises” for this award.
Dr. Datta headed Member of various delegation in the International forum in India & abroad like World Bank, Asian Development Bank, African Development Bank etc. He has also been conferred “Bharatiya Shiromani Puraskar” by the Institute of Economic Studies for his outstanding contribution to Public Sector Enterprises.
During the tenure of Dr. Datta, WAPCOS has received EEPC Awards on a number of occasions for highest export earnings amongst Consultancy Organisations. WAPCOS has also been awarded Silver Trophy of “SCOPE Award for Excellence and outstanding contribution to the Public Sector Management; “Enterprises Excellence Award” by Indian Institution of Industrial Engineering and “Gold Medal” by Institute of Economic Studies, New Delhi.
He has represented/representing in the board of different Government Companies as Independent Director (RITES Ltd., HSC India Ltd, WBPDCL, WBGEDCL, WBECSC Ltd.). He has rendered services as Advisor, NTPC Ltd, Bihar Hydropower Development Corporation, WBSEDCL and PFC Consulting Ltd.
Dr. Datta (being Life Member of Indian Council of Arbitration) acted / acting as Arbitrator / Sole Arbitrator on behalf of NTPC, NBCC, DVC, Gammon India Ltd., HCC Ltd., L & T Ltd. etc. for last 15 years
As Chairman-cum-Managing Director, Dr. Datta lead WAPCOS in the domestic and International Forum and render consultancy services as Expert in the field of Water Resource, Hydro Power and Infrastructure Development.
Dr. Debidas Datta joined the Board of Directors of McNally Bharat Engineering Company Limited as an Independent Director w.e.f. 01st December, 2025.
